The Tennessee APEX Accelerator has been a true partner in Accord’s success. From our earliest days to the present, Jutta Bangs and Paul Middlebrooks helped us learn the federal marketplace, get properly registered and certified, and compete effectively. Their support was a key factor in helping us grow into a company that wins large federal contracts. We’re grateful for their guidance over the years.

Accord Federal Services, a Knoxville, Tennessee-based Service-Disabled Veteran-Owned Small Business (SDVOSB) government services firm was recently awarded an over $27,000,000 contract to provide facilities and operation support services to the Department of Energy. The company provides a variety of services to support federal government clients and large commercial contractors, including facilities maintenance and management.
Accord Federal Services connected with the Tennessee APEX Accelerator (then PTAC) in the company’s earliest days – back in 2010 – to learn how to navigate the federal marketplace. With the support of the APEX team, including Program Manager Paul Middlebrooks and East Tennessee Counselor Jutta Bangs, the company worked to achieve federal certifications, develop cybersecurity compliance (CMMC), and get registered in SAM.gov. APEX also guided Accord Federal Services through the process of developing a joint venture through an SBA Mentor-Protégé agreement.
Bruce Watson, Vice President of Operations said, “Winning this award strengthens Accord’s footprint in the federal facilities market and supports continued growth – enabling us to expand our workforce, invest in our teams, and take on larger, more complex requirements. We hope it leads to expanded opportunities with the Department of Energy and other federal agencies, continued growth of our workforce, and long-term partnerships built on consistent, high-quality performance.”
Accord Federal Services has demonstrated its commitment to excellence, earning recognition on multiple fronts. The company was nominated by Siemens as the 2025 SDVOSB of the Year – reflecting its delivery of high-quality service within the federal contracting market. Accord Federal Services was also honored with a veteran-friendly employer award, underscoring the company’s commitment to supporting those who have served in the military.
Jutta said, “Accord Federal Services has consistently grown and expanded and is continuing to add new jobs. They have built on their past performance to nurture existing relationships with their customers and expand to find new customers. The company is flexible and adapts to the needs of their customers and capitalizes on new opportunities.”
